You could give him mod in a group, and he can edit posts to allow him to create responses. It's how an older user in the good old I'll Make My Own Forums With Blackjack and Hookers bypassed his ban. He got vac banned and community banned. Which means he can't post anything anymore or interact with the Steam community in anyway. Except by messaging people he's currently friends with. But, he can't add or accept new friends.
