There's a difference between sexual assault and rape.
Touching someone sexually (or the similiar) is sexual assault.
Forcing one to have sexual intercourse is rape.

What I'm referring to was a 2005 change in the law by Social Democrats - rape can include other things according to the new law so that's probably why the statistics are so high compared to others. Refugees have probably increased the rates somewhat but this law change is most likely responsible for the perceived increase in crime. It's also fairly likely due to the way Sweden records it in the first place - as soon as it's reported, it's put down as a statistic by the police, and each separate occasion of a rape being committed is put down as a statistic. You can probably link refugees to a recent rise in the crime, but from what I've read the most plausible reason for the higher rates compared to other developed countries is not because of a huge crisis but because of how the statistics are managed. Look at Japan, the opposite can be seen with murder. Police only ever put a crime down as murder unless they've completely figured it out, so it can give the illusion of the absence of any homicides. Japan is still an incredibly safe country, if not one of the safest, but always be skeptical about how statistics are made.
