I think your problem could be solved by getting a game as a gift.

I never added or spend money on steam, i got CSGO as a gift and my steam account become premium.
Trading would solve this problem.

You missed some guys who are active in forums for long time, also its better if you fix my name (just copy-paste it):

The last 2 rarely comment but they are always around.

-Keep the place invite only or not?
(Yes)

-Should anyone be allowed to invite?
(Not really, some people will start to invite their friends)

-Who decides who can come in and what is considered a Forum Regular?
(I won't mind any of the admins but after checking everything about the invited people, also a pull would be nice idea to allow the regulars to choose accepting the inviting people)

-When should someone be let inside?(Eg. If we see him/her on the TF2 forums a lot or is popular, etc)
(He/she should be active for long time, 1 month at least because there are alot of people who come new and spam in forums then disappear)

-How many events do you guys want a week?
(It doesn't really matter to me)

-Do you feel like there should be more mods that could also set up events or make more invites?
(no)

-Do you feel like we should change the logo?
(Yes, a better looking one)

-Should we start kicking people that we don't see in the TF2 Forums are inactive?(Old Regs who are permad or just don't post anymore are still considered regs so they can stay)
(Only if they are not active for long time)

-Should we have more subforums or delete some too?
(no more subforums)
