I am going to ignore Pass Time, Mannpower, and Robot Destruction because they're not meant to be serious. Ignoring those, CTF is definitely the worst. Maps have no direction at all, and important places on the map (the intel) are often the most boring places on it. I can't stand to play it unless I'm with friends.
