Considering I'm noticing some of those mechanics aren't in Overwatch, I'm gonna guess you're just talking about TF2 in general. While yes, TF2 did kickstart class based shooter, and deserves credit for a lot of aspects in class based shooters we see today, or even FPS's in general. Saying other class based shooters having some of those mechanics in them. It does not follow in the definition of plagiarism.

Though too note, a few of those mechanics aren't original to TF2, at all. So by your definition of plagiarism, anything that has never been seen before. Is plagiarism.
