a class should not be like this, always ALWAYS win 1v1 fight, perfectly counter scout, demo, heavy, engie and all the support classes

it's the most luck rewarding class in the game, and skill doesn't even matter much on him
the class similar to him, demoman, requires good pipe aim, soldier? depends how good are you at shooting explosive rockets at people's feet

Don't project. A Soldier won't always win in 1v1. If they are in an open space a Scout will win aganist a Soldier most of the time. Same with Heavy. It all depends on the skill of the Demo if a Demo is involved. As for Engie and the others, they are not DM classes. It's okay for them to suck at fighting face-to-face.

And contrary to popular belief, shooting the feet is not the best option. Direct hits do more damage, and good Soldiers can pull them off much more consistently than bad ones.

Also, consider the fact his burst damage is only great close up. A Scout at mid range who can hit the center of mass will have a higher DPS than a Soldier at mid range would.
we have to assume they have the same skill, yes b4nny scout will win muselk everyday but with the same skill, scout will likely lose a soldier unless the situation is 100% in his favor, demo have to land 2 direct pipes before soldier shoots 2 rockets at his feet
