Tf2 economy is a barter system so you have to ability to post prices less than the speculated price and even demand item overpay. Desperate people will want to sell off their item as quick as possible and thus will take your offer even if its a loss for them.

If you are smart enough you can easily do it. The trick is to ensure that THEY need YOU instead of the other way round.
