As Moonrunes said, it all depends on what the rule's meaning of spam is.

It could be one guy making a thread like "you suk" with " " as the subtitle of the thread

It could be one guy spamming the whole subforum

Or it could be people doing a bandwagon

Or a combination of some/all

Not like this is the first time bandwagons happen anyway
