The article Nvidia has states that it's a custom chip - so it's probably neither of those.

Of course it's a bit weaker - it's a (relatively) small handheld - people can't expect it to have the same specs as a XBone/PS4, for example.

Basically, they have to code in an entirely different way for the Switch compared to the XB1 and PS4. (Both use x86 SoC's).
