At least KOTH has a time limit. All you have to do is capture the CP which doesn't really take too long. As explained in the video, CTF only has a score limit, no time limit. Stalemates happen 24/7 so the game could go on for hours, hell even days.

Games end eventually.
2 well-timed ubers can end a game fairly quickly.
