Yes, but this was everything. Everything. Not just the store. The community, web API, game services, and Steam DB were all down. It wasn't that bad last year, just store and community.

Given the high incidences of DDoS attacks that happen to high profile gaming services over the Holiday, I find it highly unlikely that there is nobody to maintain the servers. Companies aren't stupid and they know that shit like this ends up costing them sales.

I seriously doubt that the server load Steam gets during a sale would be enough to completely crash every Valve related server, worldwide, for as long as it did.
