Off the ground means you will have a predictable trajectory to the ground, so a good soldier would aim for where you're going to land. If you stay on the ground you can be more unpredictable. I guess you do avoid more splash damage in the air, is there a benefit to staying off the ground I'm not thinking of?

Your double jump can throw off a soldier who tries to airshot you as you may be able to land before he can fire again, otherwise you are correct.
