Yes you can. When the owner leaves, Steam randomly chooses an officer (or mod if there's no officer and anyone if there's no mod) to replace them. All you have to do is make who you want to be the next owner the only officer then leave.

You can't MAKE someone owner, if the owner themselves leave, then yes, but that's Steam's work.
