Best games on steam ATM (in my opinion) are CS:GO, Robocraft (free), Super Meat Boy, other Valve games aside from TF2, anything with 90%+ good reviews
Gind your steam levels to 50, well, you will get better recognition. Hvae a nice chance to show off more sweet stuff, probably get some free and cool emoticons or backgrounds if you are leveling up with trading cards and more. Also, you will get more friend slots and your name will probably pop up more. You will also get more respect by some people in a way too.
Buying an adult visual novel, up to you if you want it and would enjoy it. Never had one myself so I don't know.
Already have that. Sadly, games with "Very Positive" reviews that I can purchase with this current wallet doesn't give me any slight interest.
I'm thinking that I would spend some dollars to level it up a little bit. Just rinse and repeat until I've reached 50 mark.
1# Up to you, but that's useless at your actual level unless you contribute to any steam community atm (guide/workshop), since lvl 40 unlock enough walls on your profile
2# What's the point? buy a giftapult and the key and be generous either
3# Better buy a paper one then
