How do I install OS to my new PC build?
I'm looking into Windows 7 or Windows 10

My old computer used to be Windows 8 then 8.1 and finally Win 10.
Do I have a new product key when I upgraded to Win 10 or is it still the same as Win 8?
I'm sure there's a way to download some sort of OS installation that I can place on my USB to install the OS on my new build but I don't know where to look. I know it's in Microsoft's website but I don't know where it is specifically.

Help me out here.

Google is your friend. You can also chat online with microsoft executive.
Also what you say is true. You can dOwnload it in USB and create a boot media.
Also you need new product key.

Thing is, since you don't have a OS at all you cannot simply open google and download Windows.

The easiest way in my opinion is to get a Windows 7/10 disc from a tech shop and put the disc into your computer. It'll install automatically and you'll be off with your fancy new OS.

Do get win 10.
Seriously, what else are you going to get?
7? Unsupported.
8? Steaming pile of crud.

That really is just your opinion.
I have experience Windows 10 on my old computer and it's fine - again, just my experience.

I'd much rather have my Win8.1 back.

Don't get Win10 for games at least, it's not very optimized for it. It basically fucked up my fps.

You did something wrong then.
Win10 brought nothing but improvements from win8. Been using it since day 1, can't say I have a single problem with it.
Win 8.1 is just pure garbage.

And what did I do wrong? Enlighten me.
My fps dropped from 300-ish to around 50-ish, even screenshotting in-game makes my game freeze for a few seconds.

Win8.1 wasn't garbage for me, I liked it.

Because there's nothing inherent to win10 other than user faults that could drop your frames. I see people complaining about win10 all over the place, and it's usually because they don't know what a driver update is and throw win10 down, even though it's the current best windows OS. Are you certain you're running the latest version of all your drivers?
