It chooses PotG by highest amount of kills in the shortest amount of time, afaik.

Which is easy to implement but unfair on skilled players. Kills do not always indicate skill.

I cannot express how many times I've gotten a quad kill with junkrat's ult only to watch some random bastion with a 2 killstreak make the highlight.
