Time Crisis 3. That's where i think Namco perfected the gameplay of the series.

That's not to say i think the other games are bad.

Yea, thats the one. Just played that yesterday, costs about 12000 rupiahs which is about 85 cents for a play. Every rail shooter with QTEs are fake n gay.
