I mean RPG to most is just a role playing game. You're playing the role of a character, not necessarily your own. But that's too vague a term, because everything can be an rpg then so long as it gives you enough choices. So most people lump in that it's heavily stat and level focused, with character growth, building being a key part of the gameplay. In fact, to most people that's what makes an RPG an RPG, I don't believe the first is essential, otherwise I wouldn't consider anything short of dungeons and dragons an rpg.
I couldn't find anything linking the two in any way, aside from them both being used by Bethesda.
However, the point still stands as they used the same engine up until skyrim.
