There's still a 'no limit' mode in the Arcade. It's the exact same as old quick play.
As a matter of fact, it's good for several reasons.
Firstly, it helps out a lot with team structure and composition.
This way you can't end up with two dead weight players who'll anchor everyone.
Secondly, it encourages players to get better with different types of heroes; rather than just trying to main one, individual type of hero. People that rely on a certain hero should play with the other characters and expand on how they play the game, and it makes it way more fun.
Thirdly, it's so that we don't deal with the same kind of abilities, heroes and ultimates.
Imagine having to put up with one type of hero, and then having to deal with a different player using the same kind of hero... like Mei for example. Now that would be cancer.
It's a good change that counters people trying to only play one hero, so it's alright.
Stick to Arcade's "no limit" mode, or play against enemy A.I if you want to have no limits.
The competitive aspect of the game is balanced up with its casual aspects.

I really liked TF2's highlander system.
It's just makes it into a way better video game in general imhotbqh
It wouldn't really work on pubs because there are more players than classes.
Unless they changed that.
