HELP
The Parental Controls control panel doesn't seem to have a specific setting unless you go to pick exactly which programs can be run (It scans the entire drive for exe files and lists them all).
I guess my next stop is google... where I should have started.
I just looked through all the security options in both secpol.msc and gpedit.msc (lots of interesting things to play with) but enabling/disabling the taskmanager isn't one of those (on Vista 64-bit Ultimate).
I'm guessing someone might have turned on the parental controls (Control Panel). If you didn't turn them on yourself, then go disable them and try taskmanager again. If you can't disable them... ask them to log in and fix taksmanager. I'm mostly unfamiliar with the specifics of that "feature" so nose around and see if taskmanager is one of those settings. (I'll take a look myself in a few minutes)
If you don't have admin privelages you can't give yourself the ability to enable the task manager. You can try to close steam but it probably won't let you if hl2.exe is still running. You can try logging out or rebooting. If you have to hold the power button in for 5 seconds do so at your own risk (Windows is picky about that stuff). Do try to close everything else first.

I deleted Steam.exe. Is there any way to get it back?
Find steam in your Add/Remove Programs (or "Programs and Features") control panel. There should be a repair option. If you also deleted your steamapps subfolder you will have to download your games again.

Nice robbery by Valve.
Wait a few days then check your bank statement again. If the money is gone already and you don't have these items then by all means let support know the transaction id. But telling you to purchase again? That does seem kind of silly especially if the transaction actually happened.
