Your point is valid except that steam needs to be up to get any achievements. I'm sure the gameplay wouldn't be affected once you actually got the game started... if they ever make that game.
I do play a lot of multiplayer so I do notice some of the downtimes throughout the day.

I would rather they fix all the wacky and serious bugs in the steam client than have them focus on Half-Life2: Episode 3. Because it may be a perfect game, but if steam keeps dying I won't be able to enjoy it in its entirety, in one sitting... (probably friday night through early monday morning). Interruptions would be quite unwanted.

I have an 8 badge. I think I've seen a 9 guy somewhere...
Perhaps if you have your proof of your first on-steam purchase you could convince Valve to adjust your "official" and apparently incorrect start date. (like anyone keeps receipts for games after 3 years, actually I do).
My introduction to steam though was a conversion from the CD-ROM based version of Half-Life(Sierra Studios flavored) so the moment I was on steam I had a full account (paid games already tied to it).
Given the situation you have described I don't see why you don't have a bigger badge. But you have to convince Valve to adjust it for you. Nothing us regular users can do about it.

More options on the View > Settings > Friends(tab) would be appreciated.
The BIG Steam announcement window is on the Interface tab at the bottom: "Notify me (with Steam instant messages) about additions or changes to my games, new releases, and upcoming releases."
Uncheck and you wont' see them again. Check it again and only stuff after you turned it back on would pop up. Unfortunately it doesn't care if you're in game or not. One more checkbox there would be appreciated.

Is it a window or dialog in a game? You'll have to read the enclosed instruction book.
If its steam, well not sure steam has such a window.
This may also be an advanced setting you accidently turned on from within your video card driver software (Catalyst, nTools, etc). That stuff would usually draw over the game once you start it although its not usually/ever in a window.

That would have been my suggestion, but I guess he wants to know which ones are on their way. The only heads up system is if the publisher goes nuts with pre-release advertising and if they also get a mention on Steam Greenlight.

I have a feeling they don't do as much proper unit testing as they should. TestDrivenDevelopment is one way to check bad code as its being written. It takes discipline though(not much) but developing code for a bad design is even worse, particularly when it locks you into only one OS or if you have to "think different". Really, the algorithm is the only piece that should be directly coded and tested, and when integrated with other code tested there too, but we all know most programs aren't developed that way. Winging it also costs money.
