My bank issued Visa Debit card is never accepted by steam.
I have had to resort to other cards. Strangely pre-paid visa debit cards work for me.

Add them to your steam wishlist. your friends will notice, maybe even buy for Christmas.
The wishlist is also a nice way to sort games by price.

Perhaps steam groups can have their own Steam Wallet for the admins/moderators.
Of course for accountability it should show who contributed or spent on what and when.
