Its a somewhat better number to use than just how many times the page was requested as that could be one guy parked on your page hitting refresh. Steam knows the difference.

Current players never worked for me neither. I figured I'd have to exit the game to force it to update, but then that tab disappears.

Well thats pretty odd to get 5 in a row.
I have TF2 installed and I probably saw one update push early in the morning (unless I was mistaken about which game it was).
Perhaps you are mistaking cloud synchronization (settings) with program code updates (happens every time you exit TF2)
If it happens again please screenshot it and post here (avoid/obscure out your actual steam login name in the image if you do).

For now, don't bother re-installing as you've done that. Try validating the steam-cache instead. its like a repair install.

You can review your steam trade history from your inventory page. His current name (whatever it is) should be listed next to all the items you "lost".

Steam wallet funds cannot be traded.
If you hit the back button in steam enough you might see his profile page and his new name (Don't restart steam, "browser" history isn't saved).
