In the more recent NVIDIA drivers there's a checkbox for clean uninstalling the video driver and all settings so that anything you see afterwards is only from this new driver(Can't blame an upgrade install if you still have problems). Its completely hands off and usually works.

But what I gather is that the game is still running (check Window's TaskManager) and any attempt to update directX when a directX game is running will be thwarted. A reboot may be needed just in case you can't end-task for some reason.

Even when it first became an achievement there were delays in steam recognizing that you had done so through the steam client. It still baffles me that they never corrected it. Rest assured you will get that achievement. Probably in a day or two (don't pull the video down just in case).
If you still don't get the achievement then write a support ticket.
Since you wrote this on Nov 13 and its now the 21st, you should have it by now... unless you took your video down.

If someone mentions deleting System32 kill them.
I don't know of any game that requires you to delete a file in order to play.

If there were a textfile to be tweaked everyone would be setting their numbers to whatever they wanted, maybe setting the count to be some letter... or image, or html/javascript link.

I think your employer only wants your work computer to be used for work. They (should) know all the security settings and all the applications that are on it. If they have to fix their computer your games are at risk of being deleted (shouldn't be there, but you somewhat fixed it). But still, all those registry entries for steam and valve and your games exist which means next time they examine it they might have a problem with you, wipe your game disk (how would they know for sure you don't bring work home on that thing), re-initialize your computer(Do you log onto a domain that can both check and enforce against extra programs?), and maybe give you a boot to the unemployment line.
And even if you brought your own computer with games, I sure wouldn't want that thing crawling around on my business network.

Perhaps you have activated "Small mode" from Steam's "View" menu.
Or maybe you activated Window's own screen zoomer called "Magnifier". Certain keystrokes may turn that on, be sure to disable keyboard activation. (Start>Control Panel>Ease of Access might be a good place to start looking)

If there is a chance that you can tolerate WiNE, then download the Windows installer. Launch SteamInstall.msi and you're good to go. Its a bit tough to figure out how to run a non ".exe" file from the command line (unless you like reading up on WiNE), but run winefile and double-click it. Half-Life The Firste runs perfectly, TF2... needs a bit more work(From the developers of WiNE at least).
I'm certain the actual made for linux installer would work just fine, but why do things the simple way?

You would be suprised. Sometimes that progress bar moves backwards as it recalculates how much has been downloaded. I'd start a download (TF2 for example) says 4 hours. After 3 hours it tells me only 6 hours to go, then eventually drops to 1 hour. It does actually finish, so just watch the amount downloaded counter. Hopefully your download doesn't pause itself.

Have you considered Portal2? I'm pretty sure cross-console was a mentioned feature.

Well a couple months ago Atlantica migrated its way onto steam... Its free-to-play MMORPG and its quite addictive. Don't forget to eat and sleep between quests.
By the way I do tend to agree that Half-Life 2's story is among the best. Play Half-Life 1 to get some of the jokes. BlackMesa Source is out too (A re-write upgrade/new direction of Half-Life 1).
