Go to your TF2 folder, wherever it might be...
C:\Program Files (x86)\Steam\steamapps\common\Team Fortress 2\tf\cfg\
create your own fart.cfg file and put commands in there to make/apply all the correct settings.
When in game open the dev console and run this

exec fart.cfg

And for convenience open config.cfg and add this line somewhere:
bind "F12" "exec fart.cfg"

then save and lock(read-only) the config.cfg file so it won't change.

Start the game again and any time your settings are altered just tap the F12 key.

If you want your profile to be 'famous' then you need to go and become famous first. A steam profile does nothing for you, no matter how fancy.

I can think of one or two exceptions...
St4ck for example.
Only famous for having an over 500 level profile.
And some other people in that general crowd.
Only famous for having a huge number. Nobody normal knows much about them otherwise.
