you have a gameban and not a vacban. and its permanent. You can quite easily clicked on the "info" button next to your gameban which will give you the same information as below.

Why are game bans issued?
Game bans in Counter-Strike 2 are issued when a player attempts to circumvent or interfere with game systems to the detriment of others.

Examples include:
Cheating.
Manipulation of matchmaking rank by deranking or falsely increasing your Skill Group or Counter-Strike Rating.
Botting and/or automation.
Intentionally interfering with the normal operation of game servers or other players.
Game Bans for all of the above are not removed by Steam Support.

Can you tell me why I was game banned?
No. We do not disclose the reason for your game ban.

Czas trwania blokady zależy od twórcy gry. Tylko trwałe blokady są wyświetlane na profilach graczy. Tymczasowe blokady na grę lub zawieszenia gracza nie będą wyświetlane.

Nie można też głosować ani lajkować rzeczy z innych gier, ponieważ w przeszłości zbanowane konta wpadały w histerię i dawały minusy WSZYSTKO.. Dlatego Valve zostało zmuszone do odebrania tego przywileju zbanowanym kontom.

To actually answer your question (two guys above blatantly ignored this):

Can I vote on Steam Workshop content in the game I have been VAC banned from?
No. VAC bans prevent voting within the game where the VAC ban occurred. VAC bans on an account also prevent voting in Free to Play games and their communities.

Note that despite being Workshop titled, it affect ALL other contents you would like.

This also applies to game bans too (your profile has a game ban, not a VAC ban)

The reason for this is it was abused. That's all you need to know.

The extra restrictions were added back in October 2017 due to banned accounts mass abusing the voting of scam items in game hubs.

This is also why we can't put "free" and "skins" together without the and in the middle because mass abuse of the words to entice users to click phishing links for fake skin sites.

It was a huge mess Summer of 2017 for multiple game hubs, Dota 2, CS:GO, PUBG and to a lesser extent, TF2. Notice the ones that are F2P games that I just mentioned.

The forums had hundreds of these threads daily posting "free" and "skins" workshop items, usually a picture of a knife or some other high value items on a workshop submission. The item just had the link to the scam site on it and the thread was spammed by hundreds of bot accounts, usually sold accounts that were all VAC banned or Game banned and they all had the same bot replies saying it is a good site or thank you. They all upvoted the fake workshop item which lead to it having hundreds of upvotes within minutes of the item being submitted and a 5 star rating, covering pages of the workshops for these game hubs.

A huge, multiple month mess leading to the voting restrictions for banned accounts.
