No bans only transfer on the time of infraction.
But if you had cheats on your system you must do a reformat to be sure to get rid of them.

Even if he has them on the pc nothing will happen. You need to inject something into the game process... Why do people still post this false information sometimes? VAC never cared about what you have on your pc.

To be fair, even the support page mentions reformatting to be safe :

To prevent additional bans on your account, please remove all cheat software from your computer before playing on VAC-secured servers. If you do not know how or where the cheats were installed, you may want to consider reformatting your hard drive(s) and starting over with a fresh installation of your operating system.

Since we can't know if the user understands this, the default information we normally give matches the support page, and that is to suggest to reformat. What the banned account uses does is up to them.
