No, it's not clear.

The first sentence in the VAC ban information:
VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support.

So if even support can't remove it, what do you expect me or anyone else to do for you?
And don't tell me you never read the information.

And just so you're aware:
No one in the vac forum is from support, neither me nor anyone else.

No one in the forums can investigate or remove a ban.

Steam Support can not investigate or remove a ban...

Please read and note that Game ban aren't issued only for cheating but also for other rules violations.

Yeah Game Bans “aren’t that bad”… as long as you enjoy playing with bots, or hanging out on random non-official servers with no anti-cheat and with cheaters. Have fun.
