A cheat that is known to VAC is detected almost instantly. The account is then flagged for a ban. The application of the ban is what is delayed for the reason here:
It should be noted that VAC employs the use of delayed bans in order to disrupt the development process of cheats - a ban imposed today may have been the result of a cheat detected by VAC two weeks previously.

A random timer is probably set for the delay, when that timer runs out...ban is applied.

You're helping cheaters AND cheat developers if you want instant bans..,If you are against cheating, you DO NOT want instant bans. Cheater is banned instantly. Cheater goes back to cheat developer, cheat is updated. See the problem here? The cheats are updated until all cheats are undetectable. That's the reason why bans are delayed.
Even GAME bans are delayed for the exact same reason.
The community does suck. VAC bans use to be temporary.
Valve doesn't owe the community. The community owes Valve. The community AGREED not to cheat when creating the accounts. So........

Valve started working on a "long-term solution" for cheating in 2001. VAC's initial release was with Counter-Strike in 2002. During this initial release, the system only banned players for 24 hours. The duration of the ban was increased over time; players were banned for 1 year and 5 years, until VAC2 was released in 2005, when any new bans became permanent.

Temporary VAC bans were tried. People kept cheating.
Valve was lenient and gave people second chances. Valve stopped being lenient and cheaters were the reason.
How do I report a cheater?
If you believe to have played with or against a cheater, please follow the instructions in the Reporting suspected cheaters help article to report the suspected cheater.
Note: Users are not VAC banned based on reports alone. Other factors are taken into account before VAC bans are issued.

Take a look at this forum, its filled to the brim with banned cheaters.
Its just that you want them to be insta-banned, which is not how it works.
also, there's just too many of them. they get banned and instantly use one of their bought stolen account to keep playing.
you can't change humanity, and choosing to only play with people from a certain area of the world also doesn't work since all the cheaters like to pretend they are from other countries.
You either accept that the game you like so much is a cheat infested hellhole or you find something else to play, because its not going to change.
you're also the 9000th person to make this exact post btw, and they all keep playing and lusting for digital pointless skins.
