So the first step is...

Press the Windows Key + E
Go to "Local Disk (C:)" and then...
to "Program Files (x86)"...
After entering, look for "Steam"
and delete the folders "appcache" and "html5app''

And verify the integrity of the game files.

or just... restart steam

turning it off and on again usually works fine in the rare cases where something breaks

deleting files should not be your first step
