some hacker hacked my account and got me banned

You were not hacked, at most you were hijacked after you were careless with your password.
that's why the ban is permanent, they could only have gotten into your account if you let them.

you were careless with your login details. Account security is your responsibility and its irrelevant who used the account. ban is permanent

If the system can determine who plays on the account in the first place .... and no they won't take your word for it.
