this is not a ban appeal forum, nothing you post is going to change anything. you cannot appeal a vac ban.
you used a skin changer, skin changers are treated as cheats.
Skin changers are considered cheats because they alter protected game files and cheat Valve's microtransactions out as you would get skins without paying. An actual cheat don't need to have advantage for VAC to detect.
Surely having neon skins is not your fault?
The ban remain permanent ever.

Did you have enough time to read the information, or do you seriously want to claim that you don't know the following sentence and its meaning?
VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support.
You learned a lesson and now you can create a new Steam account since your VAC ban is permanent, especially after such a long time.
Nothing you post here removes the ban.

Why are game bans issued?
Game bans in Counter-Strike 2 are issued when a player attempts to circumvent or interfere with game systems to the detriment of others.
Examples include:
Cheating.
Manipulation of matchmaking rank by deranking or falsely increasing your Skill Group or Counter-Strike Rating.
Botting and/or automation.
Intentionally interfering with the normal operation of game servers or other players.
Game Bans for all of the above are not removed by Steam Support.
