Asking the question in the vac forum, where there are only normal users, will neither get you an answer from someone at Valve nor bring you the desired effect.

basic answer for you. Valve can't fix people. Valve can only try their best with their anti cheat system, even if it seems not to be good or on the level what some people want it to be
