You have a game ban, but cheats aren't necessary, as there are several possible reasons for this.
No one can tell you the exact reason, and no, your ban is permanent and cannot be removed.

2 games on your low-level account, Jesus, just create a new account already and move on, yours isn't worth anything anyway.

Just keep in mind that game bans for any VALVe game are permanent.
