you are not banned. I take it you are referring to a Global cooldown. Its temporary, so wait it out. Regarding who cheated in the match, only way is to view each person profile, to see if anyone is sitting with either a vacban or a gameban, But if someone was cheating and got a ban in a match, if i recall there will most likely be a pop up message or message in the ingame message where everyone chats, what states someone got banned in the match

As said the simplest way is wait a couple of days/weeks check everyone's profile on your team the one with a game or vac ban is most likely the culprit
