Questions about VAC
with many anticheats banning IP addresses and hardware, does VAC also do the same? for example, if I cheated on another account, would this account also be banned?

No, VAC doesn't punish the innocent and never will.

That depends on the game, there are ways for VALVe to find out connected accounts for example that are used to smurf and especially in DotA 2 that will fire back at you, once banned, i personally would never play the game on another account again because smurfing is a bannable offense and ban evasion might be too. But that is for game bans in DotA 2.

VAC doesn't make use of IP or hardware bans.

OP you'll have to look into this further yourself, but I believe if you have multiple accounts with the same phone number linked, if one gets VAC'd all will. I do not know if the same applies to Game Bans, but I am 99% sure this is how VAC bans work.
