VAC bans are exclusively issued for cheating and are both permanent and non-negotiable.
Right from the start:
VAC bans are permanent, non-negotiable, and cannot be removed by Steam Support. If a VAC ban is determined to have been issued incorrectly, it will be removed automatically.
Posting here doesn't remove any bans, those are checked regularly if given correctly and if not, they are automatically removed in time.

However, the chance that a VAC ban is false and will therefore be removed is so small that we're talking about less than 0.1%.

bans are delayed on purpose. Vacban is for cheating, skinchangers is seen as cheats. If the ban is incorrect, then it will be removed within couple hours to about a month or so, after that, you have to accept the ban is permanent then
The longest I've seen was just a little over a month. The majority of ban removals I've seen were 1 - 2 weeks, but that's when the bans were actually incorrectly issued according to Valve and not "incorrectly" issued according to the account owner.
