You can't transfer steam wallet funds to a bank.

You can refund Wallet funds if you paid for them using external payment method if it's been less than 14 days from the purchase and not a single cent of the funds have been spend. The payment method also needs to be able to receive the refund.

There is no way to refund Steam Wallet Gift Cards.

Steam Wallet Refunds
You may request a refund for Steam Wallet funds within fourteen days of purchase if they were purchased on Steam and if you have not used any of those funds.
