Third-party app scan -> Open for scams and other things
It's really that easy. If you don't want the required permissions to scan the code, you are out of luck.
"You cannot use a third-party authenticator app to scan the QR code for Steam Guard; the QR code login feature requires the official Steam Mobile App. The official app is specifically designed to scan the QR code displayed on the Steam sign-in screen or Steam client to quickly and securely log you into your account. While third-party apps exist for generating time-based one-time password (TOTP) codes, they are not compatible with Steam's QR code login functionality."
