Buy card sets from Steam Market and craft badges from them and your level will as rapidly as the money you're willing to waste on it.

Cheapest you could get from 1 to 100 is 82,5€/$ (550 card sets needed*0,15$/€(5 cards per set*0,03€/$ per card)) though it would probably take few years trying to get that many cards that cheap.
