Mostly because there isn't any money to be made from streaming, and due to the size of such a games community. Often enough due to it not being effectively free to play. They get outed pretty quickly, and that ends up getting expensive.
So no if you play an old enough niche game that isn't free to play. You are probably not going to encounter many if any cheaters. A good rule of thumb is if it's popular with eleven years old. Then yeah it's probably rife with every flavor of cheating.

I used to play MP games. I never once cheated in any of them. I highly doubt I am alone in that.
That said, it also wouldn't surprise me if the number of people who have cheated at one time or another is around 50% or higher.
There are people out there who have a desire to "win at all costs" mentality.
The short answer to your query is no. The long answer is there is a percentage of people out there that must win at all costs and will do whatever it takes to win ... even cheat.
