Yeah, I found a couple older posts about the same thing. Seems to be a bug that happens willy nilly.

I had this once, then just bought some cheap 49cent game and it worked again.

But i guess if you just wait it will fix itself anyway.

You can always try to restart your computer, and see if that helps. Some people do not restart theirs for months, and a lot of programs that have updates need the reset to implement the updates.

Restart your computer
Clear your cache on steam
Have fun and award people again.

If the reason you can't give steam awards isn't due to insufficient funds, then your ability to hand out the awards might be temporarily disabled as the result of a bug. If restarting Steam and clearing the download cache doesn't work, you'd best contact Steam support for assistance.

I cleared the download cache, did a flushconfig, restarted everything. It's a brand new day and I always shut my PC down before bed, so it's fresh. I still can't give comments, but I can buy stuff in the points store, so my points are semi-working? I guess?

I'll update when I hear something from Steam.
