How come every 3rd account in steam has the location of japan
a lot of people aren't even from japan yet they keep their location in steam profile japan which is so misleading and one day a person In my steam account had japan osaka in its location I chat with him in japanese and he was from Germany

The location setting on the profile can be wherever the user wants to be, even Antarctica.

Maybe they like Japanese culture...?

that's the point almost every account I see have their location set to japan

Since anyone can set it to anything, and some games may have individuals more likely to be from somewhere, or playing certain types of games, this seems possible. Regardless of them actually living there or not, for the areas I visit and the accounts I look at, almost none are set to Japan. Your experience may reflect the areas you browse in the community.

If you went into the french section, you'd not likely see very many from or set to japan. Similar to the russian and german section.

that is very true in steam I have hard time talking to someone in japanese since I don't know if the person I am talking to is even belong to japan

You can not bypass any regional restrictions by changing the location/flag on your Steam profile.
