Someone said they reported me, but mixed me up with someone else

Is this a scam? A stranger sent me a chat request, said they thought I was someone else, and reported me for cleaning out their skins. He attaches a legit looking screenshot of his report.

He admitted in the chat he made a mistake, and wants me [\b] to contact Valve to fix it. I haven't received any warnings from Valve, or anything official. Is this guy running some scam I don't understand?
