Report a translation problem
Was doing some dig in and saw somebody else with this issue too 3 months ago on reddit, who solved it by removing people from their list. I saw on your profile that you have 55 friends. I used to have 88 friends on Steam, and my problem started recently after I added someone.
I tested the theory and added a Friend's alt, and the issue was immediately gone.
There might be some sort of internal error on Steam where if your total friends number is a pair of identical numbers, it fails to properly connect you to friends, so you can't see their activity or even what games they play (Library seems to lose the "Friends who play" section too)
Try adding/deleting somebody to see if it fixes your issue..
