You can progress XP by creating badges for games, making a badge requires corresponding game card. Each badge has 5 levels (Unless it's Foil, those have only one level, or from an event, seasonal badges go up to 40 LVL and can be bought with steam points).

in the tabs for the shop there should be seasonal badges, you buy those and your level goes up fast, its how ive gotten levels at least
