the steam store does not look at what you are using when buying. you can use a phone to buy games. you have to look at the system requirements and figure out if your computer will be able to handle it.

the refund policy is less then 2 hours played AND owned LESS THEN 2 WEEKS. if you are outside the refund window, you can still request a refund by submitting a manual ticket. Select the purchase, then select "I have a question" and make your request there.

since you pre ordered it about a month ago, you will need to submit a manual ticket.
