Sales?
Can anyone explain...when there's a sale which says, for example, 'ends Nov. 3rd'. Does that mean the 2nd at midnight or the 3rd at midnight or...?

November 3rd, 10AM Pacific Time.

10AM Pacific Time is when the Steam store daily refresh happens and all sales start/end at that time.

Convert to your time zone.

Edit: The Steam Scream IV banner also has this time listed in it.

Usually for a specific game that has a sale, when you click on it in the steam store you can see when the sale ends.
