Report a translation problem
I usually don't add people that I haven't seen and talked with for under a month. I like to know who or at least what I'm adding.
As for help with individual games there is usually an official steam group for each one. You can tell because it has an extra-wide steam logo, otherwise its just a random fan group. If by chance there are people chatting feel free to join the conversation. Its a great way to get to know people and have them know you well enough to become steam friends.
And as for figuring out the right forum you have indeed chosen correctly. The Steam Discussion would be my second choice except its mainly discussing the steam program itself.(or maybe i read that wrong, nobody reads the stickied topics these days)
Anyway, enjoy steam and have fun. Friends just seem to accumulate as a side effect.
Its all about priorities.
It is possible to make an account and not be particularly active. ;)
