Just level up your pillar of community badge to the Community Leader badge. Instructions are on your badge page for leveling it up :steamthumbsup:

How to level up your Steam account:
  • Complete your community badge.
  • Buy trading cards from the community market to craft badges.
  • Get the "Seasonal Badge" from the points shop.

You only need 100 XP to reach level 3. Complete a few more tasks of your community badge.

There are a bunch of free games that will add +1 to your game counter and for the first few games they give quite a bit of exp, should get you to level 3. You can just search and find them on Google
